Resilient Families, Resilient Futures:
Project “Resilient Families, Resilient Futures: Transforming Childcare in Odesa and Mykolaiv regions”
This project is implemented by the ICF “Ukrainian Foundation for Public Health” in partnership with the NGO “Healthy Society” and with support from UNICEF. It aims to build a more sustainable and resilient system of alternative forms of family care, support and promote them, and improve access to integrated social services for residents of territorial communities, including conflict-affected families with children.
The project's main focus is on strengthening coordination between regional and local authorities and supporting them in creating new forms of family-based care, improving the monitoring system for children in alternative care, establishing Resilience Centers, and strengthening the capacity of local authorities to provide integrated social services and a minimum package of social services.
Since 2008, the Ukrainian Foundation for Public Health has worked in Ukraine to expand access to vital healthcare and psychosocial services for vulnerable populations
Since the outbreak of the conflict in eastern Ukraine, UNICEF has been working to implement key commitments to meet the humanitarian needs of children, including access to education, psychosocial support, water and sanitation, mine risk education, maternal and child health, and services for people living with HIV/AIDS.
BACKGROUND
The escalation of the conflict in Ukraine, particularly in Odesa and Mykolaiv regions, has increased the vulnerability of children and families with children. Many children have been left without parental care, displaced or evacuated abroad, making it difficult to reintegrate them into families. The war has emphasized the need for comprehensive approaches to child care and support.
Ukraine is actively reforming its childcare system to meet EU standards. This project helps children and families integrate into communities, contributing to the implementation of the national strategy “Barrier- Free Ukraine".
ABOUT THE PROJECT
The main project's goal is to support family-based forms of upbringing, create Resilience Centers providing integrated social services and a minimum package of social services, train candidates for foster parents, caregivers running family-type children's homes, guardians, adoptive parents, foster caregivers, and support families with children affected by war. The project includes psychosocial assistance, reintegration of children, development of community-based services, and advocacy for family-based care.
Target groups:
- Children, including orphans, children deprived of parental care and children with disabilities
- Families who have lost the ability to care for their children due to war
- Families with children evacuated from the conflict-affected regions
- Social workers and specialists in children's affairs, local communities
- Foster parents, caregivers running family-type children's homes, guardians, adoptive parents, foster caregivers, caretakers, and educators.
As part of the project Resilience Centers will be established to provide a wide range of services, including psychosocial support, health care, and educational services for families with children. In addition, it will train social workers and educators to work with children who have experienced trauma or have special needs. A specific focus is on supporting children evacuated abroad and their reintegration into the family environment
The project aligns with national strategies for reforming the childcare system, promoting the transition to family-based care and integrated community-based services. As a result, children will be able to grow up in a safe environment that supports their health, development, and resilience.
The project also includes advocacy campaigns to promote family-based care and attract new caregivers, including foster parents. Special attention is paid to cooperation with local communities, authorities, and social services to create a sustainable support system for families with children. Innovative approaches, such as digital learning platforms and community-based monitoring systems, will help ensure the project's effectiveness and transparency.
