Є так звана теорія «розбитих вікон». Вона про те, що дрібний безлад провокує людей забути про правила.

Public spaces work on the same principle. One untidy yard, one dark street without lighting, one neglected bus stop, and people start to avoid that place. And when people stop using a space and avoid it, it can become dangerous.
Perhaps there are places in your neighbourhood or community that people avoid because they are dangerous, particularly empty in the morning or after sunset? Or perhaps, during rain or ice, residents change their route to avoid danger due to slippery stairs, lack of lighting, or inconvenient access to shelter?
Such ‘little things’ create a sense of danger. And a sense of danger is already a restriction of human rights: the right to freedom of movement, to participate in community life, to dignity.
The ICF 'Ukrainian Foundation for Public Health' knows how to help communities and conduct safety audits in communities. We teach communities to act independently in their own interests and to restore and improve their cities, districts, and streets.

A practical guide to conducting security audits of territories, shelters, transport, and responding to security challenges, taking into account the needs of different groups of women and men (hereinafter referred to as the Guide) was developed by a working group created by the Office of the Government Commissioner for Gender Policy, with the direct expert support of the Office of the Government Commissioner for Gender Policy and the Ministry of Social Policy, in close cooperation and interaction with the ICF “Ukrainian Foundation for Public Health” within the framework of the project “Women. Peace. Security: Acting Together”.

The development of the Guide was possible thanks to the support of the UK Government, provided through the UK Foreign, Commonwealth and Development Office as part of the "Women, Peace and Security: Acting Together" project implemented by the Ukrainian Women's Fund. The information presented in the Guide does not necessarily reflect the views of the UK Government and/or the Government Commissioner for Gender Policy or the Ukrainian Women's Fund.
