“Reparations and Integrated Assistance for Survivors of Conflict-Related Sexual Violence in Ukraine”

The International Charitable Foundation “Ukrainian Foundation for Public Health” (UFPH) is a national organization established by the representative office of HealthRight International. Since 2005, we have been operating in Ukraine to strengthen local capacity and support domestic initiatives that provide life-saving assistance to the most vulnerable groups – women, children, and young people. Our work encompasses the implementation of innovative models to prevent social orphanhood, addressing gender-based violence, and responding to HIV/AIDS. We contribute to the development of local communities by enhancing the capacity of civil society organisations and local authorities to improve the accessibility, quality, and range of social and rehabilitation services. Drawing on experience from implementing programmes in over 30 countries worldwide, UFPH focuses its efforts on protecting human rights and supporting survivors of violence; improving the health and well-being of orphans, children deprived of parental care, and young people from vulnerable groups.

BACKGROUND

The full-scale war in Ukraine has led to an increase in cases of conflict-related sexual violence (CRSV) and gender-based violence (GBV), particularly among women and girls in affected regions. In response to these challenges, during 2022–2025, the International Charitable Foundation “Ukrainian Foundation for Public Health” (UFPH) established a network of nine integrated Response and Care Units (RCUs) in Kharkiv, Odesa, Mykolaiv, Dnipro, and Zaporizhzhia, as well as two Day Centres in Kyiv.

These centres have provided critical access to services for women and girls affected by the conflict in the context of an unstable security environment, limited infrastructure, and high levels of internal displacement

However, given the complexity of cases and high needs of survivors, there is a growing need to further strengthen these centres by integrating specialized GBV/CRSV case managers. This will ensure an individualized approach, safe referrals, and provision of legal and psychosocial support.

Ongoing hostilities, repeated displacements, destruction of civilian infrastructure, and limited protection mechanisms continue to create additional risks for women and girls in such regions as Kharkiv, Odesa, Mykolaiv, Dnipro, Zaporizhzhia, Kyiv region, and Kyiv city

The project will help address existing gaps in service provision and strengthen the role of the centres as key components of a scalable, survivor-centred model for responding to GBV and CRSV.

PROJECT SUMMARY

The aim of the project is to expand access for survivors of conflict-related sexual violence (CRSV), gender-based violence (GBV), as well as women and girls among internally displaced persons (IDPs) at heightened risk, to integrated, trauma-informed and survivor-centred assistance through the integration of specialized case managers into the network of nine existing Response and Care Units (RCUs) and two Day Centres in Kyiv.
Geographical coverage – primary and/or largest IDP reception areas in the South and East of Ukraine,
including Kharkiv, Odesa, Dnipro, Mykolaiv, Zaporizhzhia, and Kyiv.
Within the project framework, specialized case managers will provide the following services at the Response and Care Units established at Primary Health Care Centres:
  • Crisis psychosocial support
  • Individual case management for survivors of GBV and/or CRSV, as well as women and girls IDPs at increased risk of violence, tailored to individual needs of each person.
  • Facilitation of access to consultations with family doctors, psychologists, and social workers, following a trauma-informed approach.
  • Facilitation of access to legal advice and legal representation.
