The Rights of Pregnant IDUs in Ukraine: HIV Testing and Antenatal Care/ Kyiv, 2011

Based on the case-study “From Policy to Practice: Case Study of HIV Testing Programs for Pregnant Women in Ukraine”, as well as on further round tables discussions about access for vulnerable pregnant women to antenatal medical services, HealthRight International and Ukrainian Foundation for Public Health developed two research briefs. One focuses on the practices and the experiences of pregnant women with HIV testing and counseling in Ukraine, and the other on rights of pregnant women IDUs in the context of HIV-testing and antenatal care. These briefs will be useful for NGOs representatives who plan and conduct advocacy campaigns to raise awareness among health care workers, as well as for decision makers to eliminate gaps between legislation and its implementation.

From Policy to Practice: Сase Study of HIV Testing Programs for Pregnant Women in Ukraine

Ukraine has the second highest HIV incidence in the European region. With increasing heterosexual transmission, the proportion of HIV-positive people in Ukraine that are female has increased to over 40%. In this context, Ukraine has adopted policies for routine HIV testing of women during antenatal care. While national policy provides for certain safeguards in the provision of HIV testing, including informed consent, counseling, and confidentiality, the degree to which these policies and the protection of women’s rights are upheld in practice has not been well understood.
To explore these issues, HealthRight conducted a case study of women’s experiences with HIV testing during pregnancy in the Donetsk region, which has among the highest levels of HIV prevalence in Ukraine. The case study included: 1) a qualitative research component of semi-structured interviews with 25 medical providers and 60 pregnant women who had been tested within the past 60 days; and 2) a more in-depth narrative collection component interviewing 30 women about their experiences in the year following HIV testing during pregnancy, including their subsequent medical care.

HealthRight International is glad to present a comprehensive professional training curriculum for professionals of Children’s Services, Children’s Shelters and Centers of Socio-psychological Rehabilitation, based on the HealthRight’s DIC model and international best practices.
Training curriculum corresponds to state requirements, covers on the whole 108 academic hours and consists of 7 Modules. This training curriculum in logic order exposes the issues of work with inmates of shelters, centers of socio-psychological rehabilitation of children, day centers and outreach work. Each module contains a theme which becomes vivid in the lectures, workshops, and during individual wok on the information provided in attachments to the topics.
HealthRight published 1 500 copies and distributed among 800 Children Services, 90 shelters and 30 Centers of Social and Psychological Rehabilitation of children, as well as relevant universities and civic organizations.
